The Peterborough Police Service has issued a public safety alert following the release of a man considered a high-risk offender.
Police say 42-year-old Adam Packer has completed his sentence for two separate robberies committed in 2022 and 2023. Known to target elderly and vulnerable individuals, Packer has a history of approaching people in vehicles and aggressively demanding money — sometimes even entering their cars.
In one incident, police say he forced a victim to drive to a bank machine. In another, he pushed a victim to the ground and damaged property after reportedly chasing cars with a stick.
The Peterborough Police Service says it has received 158 calls related to Packer over the past five years. His actions have frequently drawn public concern and were widely discussed on local social media.
Authorities say Packer will be subject to several release conditions. His release notification is being made under the Community Safety and Policing Act, 2019 (Section 80(2)8).
The High Risk Unit is monitoring the situation. Police urge anyone confronted by Packer to seek assistance and contact authorities immediately.
