City council has deferred a zoning amendment for 1341 Water St. that would allow construction of an eight-storey apartment building with up to 219 units, pending clarification from the developer about the property’s intended use.
Located just north of Carnegie Avenue on the west side of Water Street, the site is currently zoned for apartment buildings up to five storeys. A previously approved site plan from August 2023 permitted three five-storey buildings totaling 96 units.
The proposed development aims to boost housing density and support the city’s housing targets. The site is situated along a High-Capacity Arterial Road, with access to public transit, sidewalks and trails. A northbound left-turn lane will be required to manage increased traffic.
A holding symbol is recommended on the zoning change to ensure infrastructure and environmental concerns — including wetland and tree compensation — are addressed during site plan approval.
