Peterborough’s new city council is taking shape following the 2026 municipal election, with voters returning several familiar faces while also electing new representatives across the city’s five wards.
A total of 10 councillors were elected Monday night, with each ward choosing two representatives for the next four years.
Among the biggest stories were a razor-thin 24-vote margin in Otonabee Ward, the defeat of two incumbent councillors and a strong showing by Matt Crowley in Monaghan Ward.
Ward 1 – Otonabee
Otonabee Ward delivered one of the closest contests of the night, with incumbent Lesley Parnell retaining her seat and Chris Potter narrowly securing the second position.
Parnell led the five-candidate field with 2,677 votes, followed by Potter with 2,318.
Incumbent Kevin Duguay finished third with 2,294 votes, falling just 24 votes short of re-election.
Lucas Graham received 1,580 votes, while Joe Laton-Trickett finished with 260.
The result means Parnell will return to council alongside Potter, while Duguay’s time representing the ward comes to an end.
Ward 2 – Monaghan
Incumbent Matt Crowley delivered the highest vote total among the ward candidates in the supplied results, receiving 5,301 votes to secure another term representing Monaghan Ward.
AJ Shearer captured the second council position with 2,241 votes, finishing 306 ahead of Ashley Flynn, who received 1,935.
Rose Kitney finished fourth with 1,197 votes, followed by Jen Lacey with 1,061 and Aris Metaxakis with 337.
Crowley and Shearer will represent Monaghan Ward during the upcoming council term.
Ward 3 – Town
Town Ward voters opted to keep both of their incumbent councillors.
Alex Bierk led the five-candidate race with 3,261 votes, while Joy Lachica secured the second seat with 3,086.
Jenni Cathcart finished third with 2,296 votes, placing 790 behind Lachica.
Nigel Lister received 657 votes, followed by Jessica Kuhlmorgen-Hille with 468.
The result makes Town Ward the only ward where both incumbent councillors listed on the ballot successfully retained their seats.
Ward 4 – Ashburnham
Ashburnham Ward will have two new representatives following the election of Ashley Bonner and Jason Stabler.
Bonner topped the four-candidate field with 3,536 votes, while Stabler secured the second position with 3,107.
Incumbent Gary Baldwin finished third with 2,570 votes, falling 537 votes short of retaining his seat.
Andrew MacGregor rounded out the field with 1,191 votes.
The outcome marks a change in representation for Ashburnham, with Bonner and Stabler taking the ward’s two council seats.
Ward 5 – Northcrest
Incumbent Andrew Beamer will return to council after leading the Northcrest Ward race with 3,765 votes.
Charmaine Magumbe secured the second seat with 2,371 votes, finishing 835 ahead of Jim Wasson, who received 1,536.
Gavin Muir followed closely with 1,528 votes, just eight behind Wasson.
Rounding out the contest was Debbie Halstead with 1,026, Phil Jolicoeur with 843, Paul Lawton with 640 and Dennis Nephin with 52.
The newly elected councillors will join Michael Eamon, who won the mayoral race, to form Peterborough City Council for the 2026–2030 term.
