PTBOToday.ca asked councillor candidates to submit a brief bio, recent photo and short audio-recorded statement to represent their campaign.
Phillip Jolicoeur is a husband, father, local business owner, community builder, mental health advocate, and longtime volunteer running to represent Northcrest Ward 5 on Peterborough City Council.
For more than 20 years, Phil has worked in marketing, events, public relations, and community building. He has helped small businesses grow, supported charities and nonprofits, organized community events, and brought people together around causes that matter.
Phil served eight years on the Board of Directors of the Peterborough and the Kawarthas Chamber of Commerce, including leadership as Chair of its Diversity, Equity and Inclusion Committee. He currently serves as a Director with the Kawartha Haliburton Children’s Foundation.
As the founder of Harmony for Healing, Phil has helped raise nearly $50,000 for local suicide prevention. His service has been recognized with Business Citizen of the Year honours, CMHA’s Champion of Mental Health recognition, and a City of Peterborough Community Betterment Civic Award.
Phil brings a proven record of building partnerships, listening to different perspectives, and turning ideas into results. He believes good representation requires preparation, honesty, accessibility, and respectful collaboration. If elected, Phil will remain visible, ask difficult questions, explain his decisions clearly, and work persistently for residents across Ward 5 and Peterborough.
