A proposed development of up to 612 residential units on Towerhill Road is moving forward with a change to how new roads serving the property will be built.
Peterborough council endorsed an amendment to the Draft Plan of Subdivision approval for 689 Towerhill Road.
Council originally approved the development in December 2025, including Official Plan and zoning changes. The project allows for up to six apartment buildings containing a combined 612 residential units, along with a stormwater management block and two public streets.
Under the original conditions, the developer was required to construct a new north-south collector road connecting the property to Deline Street during the first phase of construction.
A connection to Hillview Drive was then to be completed during phase two.
However, following preliminary detailed design work, the developer determined the approved road phasing was not feasible and requested that the order be reversed.
Under the amended plan, the development will connect to Hillview Drive during the first phase, while the new road connecting the property to Deline Street will be constructed as part of phase two.
City staff supported the change, concluding the revised phasing can be accommodated by the existing road network.
Staff also say the amendment will maintain the City’s goal of establishing a connected active transportation network in the area.
