Peterborough City Council has received an update on growing delays in Ontario’s tire recycling program, as the Peterborough County/City Waste Management Facility continues to deal with a significant backlog of scrap tires.
An information report presented to council says recent changes to Ontario’s tire recycling system have made it difficult for collection sites to secure timely pickup services.
As a result, the facility at 1260 Bensfort Rd. is currently storing between 8,000 and 9,000 scrap tires—more than double its normal inventory of 3,000 to 4,000 tires.
Ontario’s Tire Program operates under an Extended Producer Responsibility framework established through the Resource Recovery and Circular Economy Act, 2016. Under the system, tire producers and Producer Responsibility Organizations are responsible for collecting and recycling end-of-life tires and covering the associated costs.
The report notes municipalities and collection sites across Ontario have experienced significant collection delays since early 2026 because of challenges within the provincial recycling system.
Council endorsed receiving the report, which outlines the current situation at the local waste management facility.
