Addictions Counsellor Storm Brown and PC Tim Fish
The Peterborough Police Service and Fourcast have partnered under Fourcast’s Police Outreach Program to support individuals experiencing substance use.
In January 2026, the new Addiction Specialist Team (AST) was created, consisting of PC Tim Fish and Addictions Counsellor Storm Brown. The team conducts foot patrols, outreach to unhoused and vulnerable people, and responds to Calls for Service, including open-air drug use, wellbeing checks, and incidents involving unwanted persons.
The AST works closely with community partners such as shelters, hospitals, HART Hub services, and other outreach organizations. Officers across the Peterborough Police Service are encouraged to refer cases to the AST, helping connect individuals with counselling, addiction treatment, and supportive housing programs offered by Fourcast.
As part of the Operational Support Unit, the team also collaborates with Mobile Crisis Intervention Teams (MCIT) to strengthen early intervention, reduce harm, and provide ongoing support and treatment pathways.
