The City of Peterborough has launched a request for proposals for an independent Effectiveness and Efficiency Review of its municipal operations and service delivery. The RFP was released on December 19, with bids closing January 21, and the review expected to start in April after a contract is awarded.
The review aims to help the City address rising fiscal pressures from inflation, aging infrastructure, climate impacts, and the provincial-municipal funding framework, while ensuring services continue to meet community needs. It will evaluate service levels, organizational structure, staffing models, and delivery approaches, and benchmark Peterborough against similar Ontario municipalities.
City leaders emphasized that the review will focus on identifying opportunities to improve efficiency and effectiveness without pre-determining outcomes such as service expansion, reduction, or privatization. The process will include environmental scanning, benchmarking, community and Council engagement, and development of actionable recommendations supported by cost-benefit analysis.
The results are expected to guide decision-making for the remainder of this Council’s term, while implementation decisions will be finalized by the next Council, elected in October 2026.
