New housing construction in the City and County of Peterborough and the City of Kawartha Lakes got off to a slow start in 2025 according to new first-quarter data from Canada Mortgage and Housing Corporation.
Just 20 homes were started in the Peterborough region between January and March, including only one single-unit start within the city itself. Otonabee-South Monaghan led county activity with 10 single-unit starts, followed by four in Selwyn, and four in Cavan Monaghan (two singles and two semis). The region saw 29 units completed, including eight in the city and 21 across the county.
In the City of Kawartha Lakes, 54 units were started in Q1, led by 35 row units, 13 singles and six semis. Completion numbers for the city were not reported.
The City of Peterborough issued building permits for five single-family homes, five multi-residential buildings and three apartment buildings. Kawartha Lakes approved 138 residential permits, including 83 townhomes, 27 single units, 16 semis and 12 additional residential units.
To meet Ontario’s housing supply targets, Peterborough must begin construction on 392 new homes annually, while Kawartha Lakes must start 542.
