Mayor Diane Therrien has been cleared of any wrongdoing after allegations were made by CAO Sandra Clancy.
According to Integrity Commissioner Guy Giorno, the central allegation is that, in a series of events culminating on February 12th, Therrien pressured Clancy, and wrongly claimed to speak for Council in an attempt to get her to retire earlier than she had otherwise planned.
The report states Therrien did have a mandate to ascertain Clancy’s retirement plans and her execution of that mandate was an employment matter not subject to the Code or to Integrity Commissioner review.
Associated allegations are that, around the same time, Therrien spoke unfairly and disrespectfully about the performance of the staff in general and Clancy in particular.
The report gives details about an interaction in which the mayor ranted to Clancy about delays to a report on the proposal to divide Peterborough Housing Corporation for an affordable housing expansion.
Giorno concludes Therrien spoke emphatically and with a sense of urgency about a subject – access to housing – that is a political priority for her and important to the community as a whole. In doing so, he says she did not engage in harassment, abuse, bullying, or intimidation, and she did not fail to show respect for the staff.
The report was received by General Committee earlier this week.
